In the chapter, Grabowski and Guniganti argue that lessons learned from the history of common carrier regulation, and from the contemporary example of countries that regulate Internet Service Providers (ISPs) as common carriers, provide the appropriate regulatory foundation for Internet access in the United States.
Mark Graboowski's book chapter, "Applying Common Carriage to Network Neutrality in the U.S.," will be published in a book being released in December. The book, Regulating the Web: Network Neutrality and the Fate of the Open Internet, is being published by Lexington Books. The chapter was co-written with attorney Pallavi Guniganti, a legal fellow at the American Civil Liberties Union.
